As mentioned in the introduction to the book (page 4), the Dutch introduced new restrictions on 1st January 2009 prohibiting the discharge of 'black water', i.e. toilet waste, from all pleasure recreational craft, in all territorial waters, the Waddensea, inland rivers and lakes.
The preferred option is clearly to have a holding tank, although this is not strictly compulsory. You can simply opt not to use your toilet in inland waterways, although it is not clear how this will be enforced.
Pump out facilities are supposed to be operational in all ports and marinas where more than 50 boats are based and a list for each province is available from www.vuilwater.info along with more details on the new rules.
